Tamil Nadu Unveils Draft Rally SOP With Deposits Up to ₹20 Lakh

The court-ordered draft will be filed by November 11 with restrictions on roadshows in place until rules take effect.

  • The proposal introduces a refundable security deposit linked to expected turnout: ₹1 lakh for 5,000–10,000 people, ₹3 lakh for 10,000–20,000, ₹8 lakh for 20,000–50,000 and ₹20 lakh for more than 50,000.
  • Draft enforcement measures include partial or full forfeiture for violations, treating crowds 50% above projections as a serious breach that can trigger legal action, and limiting waiting to two hours with events wrapped within three hours.
  • Crowd-control provisions outline zoning of venues (one zone per 500 standing or 1,000 seated) and police deployment ratios of 1:200 for low risk, 1:100 for medium and 1:50 for high risk, with added safeguards for VIP movements.
  • Parties have been asked to submit feedback by November 10, several allies objected to the deposit regime and some urged banning roadshows, while the CBI probe into the September 27 Karur stampede that killed 41 people continues.
