Overview
- Senior ministers will chair the session at the Chennai Secretariat, with Chief Secretary N. Muruganandam sending invitations to parties recognised by the Election Commission and those represented in the Assembly and Parliament.
 - The meeting aims to shape a comprehensive Standard Operating Procedure governing the conduct and safety of political meetings and rallies across Tamil Nadu.
 - Agenda items are expected to include crowd limits, venue design and safety audits, permission procedures, emergency preparedness, and organiser–police coordination.
 - Participants are expected to weigh a uniform district-level approval and monitoring system for political events, a measure officials have indicated could improve compliance.
 - The move follows the September 27 Karur stampede at a TVK rally that killed 41 people and the High Court’s October 27 directive to produce a draft SOP within 10 days for submission to the bench.
