Tamil Nadu Raj Bhavan Publishes Assent Data, Denies Delay in Clearing Bills

The statement follows a Supreme Court ruling that curtailed gubernatorial stalling, with ten delayed bills deemed to have assent.

Overview

  • Raj Bhavan says 170 of 211 bills received between September 18, 2021 and October 31, 2025 have been granted assent, accounting for 81 percent.
  • Of the assented bills, 73 were cleared within a week, 61 within a month, 27 within three months, and nine after three months, totaling 95 percent within three months.
  • Twenty-seven bills were reserved for the President’s consideration, with 16 reserved at the state government’s request.
  • Ten repassed bills were reserved citing conflict with University Grants Commission regulations, and the Supreme Court later deemed those delayed bills to have received assent.
  • Eight bills received in the last week of October 2025 remain under consideration, and Raj Bhavan says four bills were returned with a message while two were withdrawn by the state government.
