Overview

  • The earned leave surrender system, suspended during COVID-19, will be restored from October 1, 2025, benefiting eight lakh employees and incurring an annual cost of ₹3,561 crore.
  • Dearness allowance for state government employees, teachers, and pensioners will increase by 2% starting January 1, 2025, aligning with the Central Government's decision.
  • Marriage advance has been raised to ₹5 lakh for all employees, regardless of gender, while education advances for vocational and academic courses have also been significantly increased.
  • Festival advances for employees and pensioners have been doubled, and the Pongal bonus for retired C & D staff and pensioners has increased from ₹500 to ₹1,000.
  • A committee will review the state's pension schemes and submit recommendations by September 30, 2025, while maternity leave during probation will now count toward service seniority.
