  • Women are required to wear burkinis or other full-body swimwear and cover up with a loose robe when moving between the beach and adjacent areas.
  • Men must keep their shirts on and wear loose clothing that covers shoulders and knees outside swimming zones.
  • Private beach clubs and premium hotels can permit Western-style swimwear within broadly defined public morality standards.
  • The directive follows Hayat Tahrir al-Sham’s December 2024 takeover and is part of the transitional government’s cultural agenda under Interim President Ahmad al-Sharaa.
  • Unveiled after U.S. sanctions were lifted in May, the policy is designed to bolster tourism and will be monitored by lifeguards and beach supervisors.
