Sweden Pledges SEK 1.112 Billion in Civilian Aid for Ukraine’s Winter

Stockholm routes the money through Nordic and multilateral funds to speed winter repairs.

Overview

  • The package targets energy supply, restoration of damaged infrastructure, governance reforms and health services to meet urgent winter needs and strengthen resilience in future winters.
  • SEK 700 million goes to the Nordic Environment Finance Corporation’s green reconstruction program, with SEK 375 million disbursed in 2025 and the remainder in 2026.
  • SEK 225 million is allocated to the Energy Community’s Ukraine Energy Support Fund for power generation and critical grid repairs during the heating season.
  • The World Bank’s Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund receives SEK 115 million for energy and housing repairs and public services, while the EBRD gets SEK 50 million to support reforms toward EU membership.
  • An extra SEK 22 million supports HIV and tuberculosis programs via the Swedish aid agency Sida, as ministers stress energy resilience as part of Europe’s defence and note complementary support from Germany and Lithuania’s Litgrid.
