Suspended Traffic Police Officer Jailed 10 Years for Maid’s Fatal Abuse

It closes prosecutions against all defendants in Singapore’s worst maid abuse case.

Overview

  • Kevin Chelvam was convicted of abetting his then wife to starve Piang Ngaih Don and of assaulting her by grabbing her hair and lifting her off the ground.
  • The court found him guilty of dismantling a CCTV recorder in his Bishan flat and lying to investigators to conceal evidence of the abuse.
  • Medical testimony showed the 24-year-old maid weighed just 24kg and had a body mass index of 11.3 when she died in July 2016 from brain injury and severe blunt trauma to her neck.
  • Gaiyathiri Murugayan received a 30-year sentence in 2021 and her mother Prema Naraynasamy was jailed for 17 years in 2023 for their roles in the prolonged maltreatment.
  • The case, documented by 35 days of CCTV footage of starvation and physical violence, has driven calls for stronger oversight of foreign domestic worker protection.
