Overview

  • Larsen & Toubro submitted its technical and financial bids on December 30, 2024, and only learned of its disqualification when technical proposals were opened on January 1.
  • The Bombay High Court dismissed L&T’s petitions on May 20, ruling that reasons for bid rejection need not be disclosed for projects flagged as public-interest infrastructure.
  • The Thane-Bhayandar initiative includes a 9.8 km elevated road and a 5 km twin tunnel as part of a broader 15 km corridor to enhance Thane–Mira-Bhayandar connectivity.
  • L&T’s sealed price bids were roughly ₹2,521 crore lower for the tunnel and ₹609 crore lower for the elevated road compared with the Megha Engineering & Infrastructure Ltd offer.
  • The MMRDA defended non-disclosure by keeping non-responsive bids sealed and citing a Supreme Court precedent that only responsive bidders receive status updates.
