Supreme Court Sets November 7 Directions in Stray Dog Case, Eyes Rules for Feeding in Government Premises

Orders next week will set nationwide norms after the court extracted compliance from states.

Overview

  • Chief secretaries from nearly all states and UTs appeared, tendered apologies for earlier lapses and had future personal attendance dispensed with unless there is default.
  • Most jurisdictions filed compliance affidavits on implementing the Animal Birth Control Rules, which require catch–neuter–vaccinate–release of stray dogs.
  • The bench said it will issue specific directions on feeding in government and institutional workplaces, with the order to be pronounced on November 7.
  • The Animal Welfare Board of India was added as a respondent, victims of dog bites were allowed to intervene without any deposit, and the amicus was tasked to continue.
  • Counsel were asked to provide standardized checklists on budgets, sterilisation and vaccination numbers, and ABC infrastructure for the amicus to compile before final directions.
