Overview

  • Setting aside part of its August 11 directions, a three-judge bench stayed the no-release rule and effectively reverted to the ABC trap‑neuter‑vaccinate‑return framework.
  • Municipal bodies must create designated feeding zones with clear signage, and those feeding dogs on streets will face action under applicable laws.
  • The court expanded the case nationwide by impleading all states and Union territories and signalled consolidation of similar High Court matters to shape a uniform policy.
  • Individuals and NGOs participating in the case must deposit ₹25,000 and ₹2 lakh, respectively, with the Supreme Court registry to support infrastructure, and no one may obstruct officials on duty.
  • Dogs identified as rabid or demonstrably aggressive will be retained and treated in shelters, while the MCD is to set up a helpline and process adoption applications.
