Overview

  • The court directed jail authorities to identify every prisoner with a disability at admission and record their specific needs in accessible formats.
  • All prisons must install wheelchair-friendly spaces, ramps, accessible toilets, sensory-safe areas and dedicated rooms for physiotherapy and psychotherapy.
  • An expert committee from the Social Welfare and Disability Welfare departments will complete a state-level accessibility audit of all Tamil Nadu prisons within six months.
  • The State Prison Manual must be amended within six months to align with the Rights of Persons with Disabilities Act, 2016 and India’s UNCRPD obligations.
  • The Director General of Prisons must file a detailed compliance report with the State Human Rights Commission in three months, as the court flagged gaps in official disability data.
