Supreme Court Orders Stray Dogs Removed From Schools and Hospitals, Bars Return to Sites

States now face eight-week compliance reports under threat of personal liability for lapses.

Overview

  • Local bodies must capture, sterilise and vaccinate dogs found on educational, medical and transport premises, then relocate them to designated shelters without releasing them back to those locations.
  • All identified institutions are to be secured with fencing after being mapped within two weeks, with completion targeted in eight weeks, a named nodal officer at each site and quarterly inspections by municipal bodies or panchayats.
  • States and the NHAI must clear stray cattle and other animals from highways and expressways, relocate them to shelters or goshalas, deploy 24/7 patrols and display roadside helpline numbers for reporting animals.
  • Chief Secretaries have been told they will be held personally responsible for non-compliance and must file status reports within eight weeks, with the next hearing set for January 13, 2026.
  • The bench referenced the Animal Birth Control Rules, reiterating regulated feeding through designated zones and prior directions against obstructing municipal animal-control drives.
