Supreme Court Orders States to Clear Stray Dogs From Schools, Hospitals and Transport Hubs, Barring Re-Release to Those Sites

A three-judge bench imposed time-bound public-safety measures with personal accountability to address a surge in bite cases.

Overview

  • Justices Vikram Nath, Sandeep Mehta and N.V. Anjaria directed nationwide removal of stray dogs from institutional premises, including educational and medical facilities, sports complexes, bus depots and railway stations.
  • Animals picked up from these premises must be sterilised and vaccinated under the ABC Rules and then relocated to designated shelters, with no return to the same locations.
  • States must identify relevant institutions within two weeks, secure them with fencing or gates within eight weeks, appoint a nodal officer for each site and ensure municipal inspections at least every three months.
  • The bench also ordered removal of stray cattle and other animals from national and state highways and expressways, tasking NHAI and state agencies with coordinated drives, patrols and helplines for reporting.
  • Chief secretaries have eight weeks to file compliance affidavits, with lapses attracting personal liability, and the court listed the matter for further hearing on January 13, 2026.
