Supreme Court of Russia Unveils Plan to Shift Appeals of Justices of the Peace Back to Regions

Chief Justice Igor Krasnov says draft laws will route these cases to regional presidiums to improve access to justice.

Overview

  • Krasnov said bills have been prepared and will be submitted to the State Duma to return cassation of justices of the peace to regional court presidiums.
  • The current setup concentrates reviews in nine cassation courts, which the Supreme Court says creates logistical and financial hurdles for litigants.
  • The Presidium and Plenum of the Supreme Court will take more cases to shape uniform legal positions, and regional judges will intern at the high court.
  • Krasnov called for a new approach to judicial pay and benefits, including double service credit for judges in Luhansk, Donetsk, Kherson and Zaporizhzhia, and measures to curb staff turnover in court administrations.
  • The Scientific and Advisory Council was pared back to exclude practicing lawyers to avoid potential influence on legal positions, and personnel rotation will be used as part of anti-corruption efforts.
