Overview

  • The Supreme Court ruled that delayed CAPF promotions can harm morale among roughly 12,000 cadre officers.
  • A bench led by Justices Abhay S Oka and Ujjal Bhuyan lifted the 2020 stay on cadre review and directed the Home Ministry to complete it in six months.
  • The court ordered a progressive reduction of IPS deputations at Senior Administrative Grade posts across BSF, CRPF, CISF, ITBP and SSB over two years.
  • With 50% of inspector general and 15% of deputy inspector general posts reserved for IPS and other all-India service officers, CAPF cadre officers report six- to ten-year promotion delays.
  • The Home Ministry had opposed the petitions, arguing that IPS officers are essential for federal coordination and effective operation of the CAPFs.
