Supreme Court Extracts Apologies From States, Sets Nov. 7 Order on Feeding Stray Dogs in Government Premises

The bench has turned a Delhi-triggered case into a national push to enforce the Animal Birth Control Rules.

Overview

  • Chief secretaries from nearly all states and Union territories appeared in person and offered unconditional apologies for missing earlier compliance filings.
  • Most states have now submitted affidavits on ABC Rules implementation, and the court dropped the requirement for further personal appearances subject to strict compliance warnings.
  • The bench said it will regulate feeding of stray dogs within government, public sector and other institutional premises, with directions to be pronounced on November 7.
  • The Animal Welfare Board of India was added as a respondent, and victims of dog bites were allowed to intervene without any deposit requirement.
  • The proceedings enforce a uniform catch–neuter–vaccinate–release framework nationwide and demand detailed municipal data on sterilisation, vaccination and infrastructure.
