Supreme Court Backs Proactive CAQM Curbs, Questions Age-Based Vehicle Rules

The bench ordered monthly monitoring to steer CAQM’s revised pollution controls across DelhiNCR.

Overview

  • Chief Justice B.R. Gavai said vehicle emissions should be assessed by kilometres travelled rather than age alone.
  • The Court welcomed CAQM’s plan to move stricter GRAP actions to earlier stages, including 50% office attendance and staggered timings, with stakeholder consultation required.
  • NCR states were directed to place their position on subsistence allowances and to ensure payments to workers affected by construction bans before the next hearing on December 10.
  • The Court asked CAQM to advise postponing open‑air school sports in November and December, after which CAQM held consultations and wrote to Delhi, Haryana, Rajasthan and Uttar Pradesh.
  • The case will be listed monthly to review CAQM action‑taken reports, as the Centre sought clarity on treating BS‑III vehicles, a point the Court said the Commission could address.
