Superseding RICO Indictment Adds Three to Minneapolis ‘Lows’ Case, Alleging 10 Murders

Prosecutors deploy a multi-agency racketeering case to dismantle the gang’s alleged enterprise.

  • A federal grand jury added Marques Armstrong Jr., Davant Moore, and Jahon Lynch to the case, bringing the total charged to 14, and each made an initial appearance in the District of Minnesota.
  • The superseding indictment charges racketeering conspiracy involving murder, murder in aid of racketeering with a firearm, attempted murder, robbery, and firearms and drug trafficking including fentanyl distribution.
  • Prosecutors allege 10 killings between 2021 and 2024, including a barbershop shooting with at least 26 rounds, a 2022 double-homicide drive-by, and a 2023 attack carried out using a carjacked vehicle.
  • If convicted, defendants face penalties up to life in prison, with any sentence to be determined under federal guidelines.
  • ATF, FBI, DEA, IRS-CI, HSI, USPIS, Minneapolis police, the Hennepin County Sheriff’s Office, the Minnesota BCA, and the Department of Corrections are investigating, and trials are expected to begin in 2026.
