Super Typhoon Ragasa Bears Down on Hong Kong as Shenzhen Plans 400,000 Evacuations, Flights Canceled

Officials warn of dangerous storm surge, with Guangdong preparing mass evacuations after the system lashed northern Luzon.

  • Hong Kong will raise its T8 signal on Tuesday afternoon, with most passenger flights suspended from 6pm until early Thursday; about 700 flights are disrupted and Cathay Pacific has canceled more than 500, while Qantas pauses services for 36 hours.
  • The Observatory warns of a significant storm and sea surge with water levels around 2 metres in coastal areas and maximums up to 4–5 metres in some spots, as schools shut for two days and 46 shelters open.
  • Shenzhen plans to relocate roughly 400,000 people from low-lying and coastal zones, and Guangdong cities are suspending schools, businesses and transport, including a full rail halt in Guangzhou on Wednesday.
  • Forecasts indicate the typhoon will pass south of Hong Kong and Macau before making landfall in Guangdong on Wednesday, carrying sustained winds near 220–230 km/h after easing from peak intensity.
  • In the northern Philippines, where Ragasa first made landfall, thousands were evacuated, power was cut on Calayan and in Apayao, and a Benguet landslide killed one person, while Taiwan issued land and sea warnings and canceled scores of flights.
