Suisun City Accepts California Forever Expansion Plan, Opening Formal Environmental Review

The annexation strategy replaces a countywide ballot with city and LAFCO approvals.

Overview

  • City Manager Bret Prebula said the accepted application starts a detailed review of the 250-plus-page Suisun Expansion Plan and initiates the Environmental Impact Report.
  • The proposal covers more than 16,000 acres and envisions a shipyard, what the developer calls America’s largest manufacturing park, an entertainment district, and walkable neighborhoods.
  • California Forever projects a decades-long buildout with 175,000 homes over about 40 years and a population increase of more than 350,000 over 50 years.
  • Next steps include Suisun City Council deliberations, Solano LAFCO review, and a county–city tax revenue sharing agreement that must be negotiated before any annexation approval.
  • The filing includes a fire protection plan and proposed changes to Suisun City’s general plan and municipal code, sets a checkpoint at 150,000 residents after 20 years, schedules a Oct. 27 community meeting, and would provide $10 million to the city if annexation is ultimately approved.
