Suffolk Urges Rebid in Massachusetts Service-Plaza Dispute, Denies Improper Contacts

MassDOT now weighs handing the lease to Global Partners or reopening the process after Applegreen withdrew.

Overview

  • On Thursday, Suffolk sent a six-page letter to Transportation Secretary Monica Tibbits-Nutt urging a new competition rather than awarding the project to Global.
  • Affidavits from CEO John Fish and executives state the cited texts with RFP chair Scott Bosworth concerned the South Station project or family matters, with only a few messages about plazas after the June 11 selection.
  • The company also filed public records requests seeking MassDOT communications involving Global and flagged what it calls deficiencies in Global’s proposal, including limited EV charging plans and lack of similar construction experience.
  • MassDOT has not announced a decision, and a full rebid could take a year or more according to the Globe.
  • Global Partners disputed Suffolk’s claims as desperate and unfounded and said it remains committed to delivering value for taxpayers, while it currently operates four plazas and provides fuel and convenience services at 11 Mass. Pike locations.
