Stuttgart Tops Bitkom Smart City Index as Munich Drops to Second

Bitkom says the shift shows rising municipal competition and urges cities to scale proven digital solutions instead of building bespoke systems.

Overview

  • The Bitkom Smart City Index, released Tuesday, September 8, 2026, ranks 83 German cities across five policy areas using more than 14,000 self-reported data points that were checked and evaluated.
  • Stuttgart leads the 2026 ranking with 92.8 points, Munich follows closely with 92.0 points—0.8 behind—and Hamburg takes third with 91.5 points.
  • Munich scored exceptionally in Mobility with 99.8 of 100 points and remains highly rated in administration, IT and communication, and society and education.
  • Frankfurt rose five places to 20th overall and reached fifth nationally in IT & Communication thanks to a strong 5G rollout and its geoportal, while Darmstadt fell from 17th to 28th overall and dropped to 73rd in the administration subcategory.
  • Bitkom president Ralf Wintergerst warns that falls often reflect other cities advancing, stresses limits of self-reported measures, and calls for standardized, reusable digital tools and automation to improve efficiency and prepare administrations for staff reductions.
