- Minister Flávio Dino ordered AGU and TCU to jointly present, within 15 days, a detailed schedule with stages and dates to analyze and judge management reports for transfers from 2020 to 2024.
- He also gave AGU and the Prosecutor General’s Office 15 days to file positions on direct actions concerning the rules for parliamentary amendments, a step toward plenary consideration.
- Transfers remain suspended to nine municipalities flagged by a CGU audit, while deeper audits proceed and the Federal Police is to open inquiries into possible crimes.
- The CGU review of ten cities found indications of overpricing, diversion of funds and poor documentation across roughly R$724–725 million in transfers, with only São Paulo providing complete data.
- Dino affirmed that only the Federal Audit Court can judge accounts involving Union resources and said state or municipal audit decisions on these funds are null, as the court acts following the Chamber’s recent approval of the so-called PEC da blindagem and with at least 25 related cases already pending.
