Pittsburgh listed Will Howard as the emergency third quarterback and made him inactive alongside Kaleb Johnson, Logan Lee, James Pierre, Brandin Echols, Calvin Austin III, Isaac Seumalo, and T.J. Watt.
Cleveland’s inactives are Dillion Gabriel, Myles Harden, Kendrick Green, Winston Reid, Jeremiah Byers, Jamari Thrash, David Njoku, and Sam Kamara.
Seumalo (triceps) and Watt (lung) had been ruled out earlier in the week, with Pierre (calf), Echols (groin), and Austin (hamstring) also unavailable due to injuries.
Rookie running back Kaleb Johnson is a healthy scratch for the second straight game, per the updated Steelers list.
