States Set 2026 IPVA and IPTU Rules: MS Offers 15% Break, SP Confirms 3% in January

Overview

• Mato Grosso do Sul set a 15% discount for one-time IPVA payment or up to five equal installments for used vehicles, with bills mailed from December 4 and the cash deadline on January 5.
• MS excluded new vehicles from discounts and parceling, set minimum installments of R$30 for motorcycles and R$55 for other vehicles, and allows challenges within 20 days of notification.
• Campo Grande cut the IPTU cash discount to 10% for payment by January 12, 2026, and permits up to 12 installments, with debts up to R$50 paid in a single quota and those above R$600 eligible for 12.
• São Paulo published its 2026 IPVA calendar with a 3% discount for used vehicles paid in January, up to five installments subject to UFESP minimums, and a 3% discount for new vehicles if paid within five business days of the invoice.
• Rio de Janeiro’s ‘IPVA em Dia’ allows renegotiation of 2020–2025 debts until November 30 with up to 12 installments if each quota is at least R$308.80 and total debt at least R$617.60, restoring licensing after the first payment.
