State of Mexico Overhauls Traffic Rules to Put Safety First, Effective Nov. 25

  • Fixed fines are replaced with a three-tier range that escalates for repeat offenders while keeping current caps intact.
  • Confined lanes and bike lanes are declared exclusive, and automated smart tickets are limited to those spaces with visible signage, calibrated equipment and due-process guarantees.
  • Motorcyclists must be adults with a license obtained after a theory exam and certification by the Secretaría de Movilidad, and certified helmets with a validity of up to five years are mandatory.
  • Only transit agents may issue citations, monitoring falls to road agents, and tickets must include plate, state, reason and the issuing agent’s signature to ensure legal certainty.
  • A share of penalties for invading confined lanes will fund pedestrian and cycling infrastructure, with strengthened coordination among transit, public security and civil protection.
