Overview

• The Secretaría del Medio Ambiente y Desarrollo Sostenible activated the Constancia Tipo E on July 1 to exempt battery-electric and hybrid vehicles from biannual emissions verification fees.
• Battery-electric vehicles receive a permanent exemption while hybrid models (HEV, PHEV and REEV) obtain eight-year waivers under the new program.
• Applicants must book an appointment via the official Edomex portal and present a valid circulation card, proof of electric or hybrid motorización, vehicle invoice, proof of address and other required documents.
• Standard vehicle verification holograms still carry fees of MXN 453 for 1 and 2, MXN 566 for 0 and MXN 1,131 for 00, and a MXN 3,394 fine applies for non-compliance or failing to secure the exemption.
• State authorities are processing Constancia Tipo E applications online and actively promoting the measure as part of broader air-quality and mobility strategies.
