St. Paul Publishes Draft Gun Ordinance, Sets Oct. 22 Introduction

The proposal would take effect only if the Legislature lifts the state preemption law.

Overview

  • City officials released the ordinance language and plan a City Council introduction on Oct. 22 with a public hearing on Nov. 5, saying St. Paul is the first in a coalition to move a draft forward.
  • The measure seeks to ban public possession of assault-style weapons, large-capacity magazines and binary triggers within city limits.
  • The draft would prohibit untraceable ghost guns by requiring all firearms to have serial numbers.
  • Firearms would be restricted in designated sensitive public places such as parks, libraries, recreation centers and city buildings, with signage to inform residents and encourage compliance.
  • Exemptions cover active-duty law enforcement and military personnel, licensed federal firearms curators and people transporting firearms under the city’s safe-storage rules, and enforcement provisions would activate only if preemption is repealed.
