- Owner Joseph Holland contacted authorities Friday evening after seeing media coverage, admitted the truck and dog were his and expressed remorse
- The agency has referred the case to the San Diego County District Attorney’s Office under California statutes that allow misdemeanor or felony animal cruelty charges
