- On November 10, retired EMPD deputy chief Revo Spies resumed testimony linking suspended Brigadier Julius Mkhwanazi to Vusimuzi “Cat” Matlala through alleged unlawful blue-light installations on Matlala’s private vehicles.
- Spies said WhatsApp updates from Mkhwanazi promoted joint operations with Cat VIP, then an operational plan he received appeared altered and lacked proper sign-off.
- He told the inquiry that a 2023 memorandum signed by Mkhwanazi gave Cat VIP access to EMPD surveillance tools and effectively outsourced core policing duties to a private firm.
- Spies further alleged forged signatures and doctored paperwork to mask deals with Cat VIP and Medicare 24, along with fast-tracked promotions and the municipal registration of Matlala’s vehicles.
- He testified that Matlala-linked agents conducted investigations, assisted the Hawks, performed medical procedures during operations, and even provided limited helicopter time, with proceedings under way at the Brigitte Mabandla Justice College in Pretoria.
