Speeding Complaint Leads to $4.4M Tobacco Bust on Highway 401

Authorities estimate the haul carved out about $9.1 million in lost federal, provincial tax revenue

  • On July 15, OPP and Ministry of Transportation officers stopped a speeding tractor-trailer near Joyceville Road and found 17,820 kg of fine-cut tobacco during a scale inspection in Gananoque.
  • The seized tobacco has an estimated street value of $4.4 million.
  • Driver Joga Singh Dhillon, 60, of Puslinch Township, has been charged with trafficking contraband tobacco and released on conditions.
  • Dhillon is scheduled to appear before the Ontario Court of Justice in Kingston on September 2, 2025.
  • The OPP and Ministry of Transportation continue to investigate the source and distribution network behind the intercepted shipment.
