Spanish Cities Step Up Electric Scooter Enforcement

Targeted police inspections aim to curb unsafe and unregistered scooter use, signaling tougher local enforcement on streets and pedestrian areas.

Overview

  • Vitoria’s recent campaign inspected 99 scooters and resulted in 52 fines issued to 46 riders.
  • In Lorca, police carried out 93 traffic and security controls last week, including 18 focused on scooters, identifying 279 vehicles, 843 people, opening 176 proceedings and detaining 10 people, four for driving without a license.
  • Cáceres reports 26 fines and 46 enforcement actions so far this year, more than 58 percent higher than all of 2025.
  • Across the cities the most common violations were missing registration plates, circulation in pedestrian areas, not wearing helmets, carrying multiple passengers, underage driving, lack of insurance, use of headphones and one case of driving under the influence.
  • The rise in spot checks and penalties is likely to change rider behavior, increase compliance costs for users, and prompt further municipal measures such as stricter registration or inspection rules.
