Spain’s police infrastructure plan behind schedule as Valencia complex enters next stage

The 1 billion-euro effort to upgrade Spain’s police buildings will extend past its expected 2025 completion date.

Overview

  • Only 45% of the Plan de Infraestructuras de la Seguridad’s objectives for the Policía Nacional have been achieved since 2019, with just 63% of the €273 million earmarked actually executed.
  • Police unions including the CEP condemn the slow pace as a “complete failure,” warning officers still work in outdated and unsafe premises.
  • The €30 million overhaul of Valencia’s Complejo Policial de Zapadores has completed its first phase, featuring zero-emission aerothermal systems, solar panels and LED lighting under a ‘Verde 3 hojas’ green certification.
  • Second-phase works to add forensic labs, multipurpose rooms and offices are now scheduled to finish in the first half of 2026, pushing the project beyond its original timeline.
  • Backed by €600 million from national funds and €400 million from European Next Generation grants, the PLISE program covers the Policía Nacional, Guardia Civil and State Security Secretariat but faces calls for tighter budget execution.
