Spain’s Extraordinary Regularization Drives Record September Social Security Gain

A concentrated government regularization pushed hundreds of thousands into formal work, temporarily raising registrations at the public job office as newly legalized people signed up for job search and benefits.

Overview

  • By 30 September the Social Security recorded 421,306 people regularized into employment and added 92,327 affiliates in September, the largest September increase since 2000.
  • Foreign-born workers accounted for about nine of every ten new affiliates in September, roughly 84,220 of the 92,327 hires.
  • Registered unemployment rose by 23,587 in September to about 2.37 million as many newly legalized people enrolled with SEPE to seek work or access benefits.
  • The largest affiliation gains came from the Community of Madrid, which added 55,861 affiliates, and Catalonia, which added 38,014, with education rehiring and increased hires in construction and services shaping the sectoral picture.
  • The inflow improved short-term indicators—workers per pensioner returned to 2.5 and self-employment rose by 14,229 in September—but Spain still posts a 10% unemployment rate and very high youth joblessness in EU comparisons.
