Spain’s 2023 Tax Map: Pozuelo de Alarcón Tops Incomes as Benamargosa Ranks Lowest

The latest municipal IRPF release highlights wealth concentrated around Madrid and Barcelona and warns that small-town averages can be distorted by one-off windfalls.

  • Spain’s tax agency published the 2023 IRPF-by-municipality rankings for towns over 1,000 residents, excluding the Basque Country and Navarra under their separate regimes.
  • Five municipalities from the Community of Madrid are in the national top ten, Barcelona province contributes four, and Aigües (Alicante) is the sole entrant from outside those hubs.
  • Pozuelo de Alarcón’s mean gross income reached 88,011 euros (about +3% year over year), with Boadilla del Monte at 70,869 euros and Sant Just Desvern at 67,265 euros.
  • Aigües placed eighth with 60,883 euros after a sharp rise that local sources attribute to extraordinary income events and the arrival of high earners in a very small municipality.
  • Spain’s mean gross income was 31,333 euros in 2023 and Madrid averaged 40,801 euros, while the lowest means are concentrated in Andalusia and Extremadura, led by Benamargosa at 13,831 euros.
