Spain Unveils €13 Billion Aena Plan to Expand Airports Through 2031

The package now moves to consultations before Council of Ministers approval, funded from Aena’s own revenues.

Overview

  • President Pedro Sánchez presented the 2027–2031 DORA framework in Alicante, outlining roughly €13 billion to ease capacity pressures as Spain heads for a record year of around 320 million passengers.
  • Alicante-Elche is slated for about €1.0–1.154 billion for a new taxiway and terminal expansion, with no commitment to a second runway despite local business and municipal demands.
  • Major allocations highlighted include roughly €4 billion for Madrid-Barajas, about €3–4 billion for Barcelona-El Prat, nearly €2 billion across the Canary Islands and around €1.5 billion for Málaga, with upgrades also mapped for Bilbao, Galicia and Asturias.
  • Aena’s president Maurici Lucena and government officials stressed the investments will be financed from Aena’s income rather than taxpayer funds.
  • The plan begins a formal consultation phase with project designs still pending, while political frictions flared as Valencia’s regional president Carlos Mazón was not invited and local leaders renewed calls for rail links and access works.
