Overview
- Law 11/2023 takes effect on June 28, mandating multi-sensory ATM interfaces including high-contrast displays, enlarged text, audio guidance and tactile controls.
- Newly installed ATMs must comply immediately, while existing machines may operate until the end of their economic life with a final deadline of June 29, 2030.
- Banks are required to inform customers which ATMs have been adapted and train staff to assist users with visual, auditory and cognitive impairments.
- Retrofitting over 47,000 ATMs is estimated to cost between €1,500 and €3,000 per unit.
- The reforms fulfill Spain’s obligations under the UN Convention on the Rights of Persons with Disabilities and the EU Disability Strategy 2021–2030.
