Overview
- The government on Wednesday published about 36–40 internal reports that record warnings from the CNI, Police and military about coordinated calls on social media and increased neoprene sales before the mass crossings of 30–31 July.
- Police unit CENIF and the CNI flagged online convocations, WhatsApp groups and a spike in neoprene gear on 28–29 July, and the CNI warned on 29 July of a possible 'asalto' by sea and land for the next day.
- Military signals and an Army message described a “very probable” mass entry on 30 July, but that alert was issued as the second wave and border breakdown were already unfolding.
- Several Guardia Civil and CIFAS military reports describe Moroccan passivity or possible connivance during the influx, a contested conclusion that the government has not formally accused Rabat of organizing the event.
