Spain Moves to Require Tobacco-Style Warnings on Online Gambling

Officials will open a public consultation to turn the 2020 advertising rules into standardized risk notices that spell out addiction and loss probabilities.

Overview

  • Social Rights and Consumption Minister Pablo Bustinduy announced the plan at the government’s 'Juego Seguro' event on October 1.
  • The measure replaces generic 'play responsibly' prompts with mandatory warnings on addiction and financial harm.
  • Three rotating messages will state that gambling can cause addiction, that 75% of players lose money, and that total player losses are four times aggregate gains.
  • The warnings will appear on websites and apps as well as in online advertising, including banners and social media videos, using a tobacco-style format.
  • The ministry will develop Real Decreto 958/2020 via a resolution and two annexes to be released for public information in the coming days before any requirements become binding.
