Spain Intensifies Summer Labor Inspections to Combat Heat Risks and Fraud

The Labor Ministry dispatched over 112,000 warning letters to companies for heat-stress compliance ahead of surprise inspections that could impose fines up to €980,000.

Overview

  • Vice President and Labor Minister Yolanda Díaz has instructed the ‘labor police’ to step up unannounced checks in hospitality, commerce, agriculture and at summer festivals to root out undocumented work and contract abuse.
  • Between June 9 and 10 the Labor Inspection sent 112,620 letters to firms in high-risk sectors warning of obligations under heat-stress rules and potential fines from €1,542 to over €980,000 for serious violations.
  • Heat-risk monitoring actions have surged from 704 in 2021 to 11,500 in 2024, while penalties for related infractions climbed from €175,000 to nearly €1.4 million over the same period.
  • Employers are being urged to grant up to four days of paid ‘climatic permits’ when extreme temperatures make work unsafe.
  • Inspections will also target irregular economy practices by verifying worker registration and social security contributions in summer-active industries.
