Spain Enforces Connected V‑16 Beacons, Ends Seat‑Belt Loopholes as 2026 Traffic Rules Take Effect

  • From 1 January 2026, the V‑16 emergency light must be carried and used to signal breakdowns, replacing warning triangles and transmitting vehicle location to the DGT.
  • All occupants must wear seat belts at all times, as exemptions for certain professionals on urban trips are eliminated.
  • Low Emission Zones are now required in every city over 50,000 residents, with access governed by DGT environmental labels and local rules such as Madrid’s new resident moratorium through 31 December 2026.
  • Electric scooters and other personal mobility vehicles must be registered, display visible identification and carry liability insurance, though enforcement for light devices is postponed until the national registry is operational.
  • Planned 2026 changes still in process include making the emergency corridor mandatory, modernizing the theory exam with videos and simulations, and potential updates to alcohol limits and environmental label criteria.
