Spain Eases Initial Enforcement of Mandatory V‑16 Beacons, Steps Up Device Checks

Authorities will prioritize education over fines during a reasonable grace period.

Overview

  • Since January 1, the connected V‑16 beacon is the only legal roadside warning device in Spain, with an €80 fine to apply once the grace period ends.
  • The Interior Minister said traffic officers will be flexible for a “reasonable” time yet to be defined by the DGT and Guardia Civil, as daily beacon use now approaches 3,000 activations.
  • The DGT has begun periodic homologation reviews—first one year after approval and then every two years—and has already withdrawn at least four models, with corrective plans capped at three months before market removal.
  • The Guardia Civil warns of organized “grúas pirata” exploiting beacon geolocation to intercept incidents, while authorities work to reinforce cybersecurity so only authorized services can access location data.
  • The AEPD notes approved beacons transmit incident coordinates without personal identifiers, even as an unofficial website displays real‑time activations using what appears to be DGT data.
