Spain Delays Enforcement of VMP Registration Pending Royal Decree

The DGT says the registry will only be required once the enabling Royal Decree enters into force.

Overview

  • The traffic authority confirms the prior registration requirement for personal mobility vehicles is not yet enforceable because the legal decree has not been approved.
  • Technical work on the registry is complete, but the Royal Decree remains under urgent processing and was not ready by the planned 2 January 2026 start.
  • Ley 5/2025 mandates insurance for all VMP and links mandatory coverage to prior registration once the registry is operational.
  • VMP over 25 kg and capable of more than 14 km/h must be insured now without prior registration, with the transitional period ending on 26 January 2026.
  • Once the decree takes effect, all VMP must register through the DGT’s online portal, and the agency will issue detailed instructions for users.
