Overview

  • On July 10 the crisis committee convened after 17 lethal gender-based incidents between April and June, including nine women and one child killed in June alone.
  • The government has invited the Federación Española de Municipios y Provincias and all local councils to join the Viogén monitoring system and plans closer coordination with the Interior Ministry and the Consejo General del Poder Judicial.
  • Mossos d’Esquadra have ordered Victim Support Groups to intensify outreach and protection for women assessed at medium to very high risk throughout the summer months.
  • Analysis of the 17 cases found that 71% of perpetrators and 57% of victims were Spanish nationals, and that overlapping vulnerabilities such as economic dependence, mental health challenges, rural isolation and immigrant status were prevalent.
  • The committee identified critical gaps after three murders occurred despite formal complaints or early warnings, underscoring failures in prior protection protocols.
