Spain Declares Migration Contingency in Canary Islands, Ceuta and Melilla to Relocate 4,000 Unaccompanied Minors

The rollout faces immediate legal challenges from several regions questioning the quotas and funding.

Overview

  • Juventud e Infancia activated the national protocol after the three territories certified systems operating at more than triple their ordinary capacity.
  • Andalucía will receive 677 minors, Madrid 647 and Comunidad Valenciana 571, while País Vasco and Cataluña are largely exempt due to prior reception effort.
  • The Government set aside €100 million and will cover the first three months of care in host regions, with 110 additional reception places opening from September.
  • Current loads highlight the strain: Canarias hosts over 5,000 minors with capacity for 737, Ceuta exceeds 500 with 27 places, and Melilla has 160 with 28.
  • PP-led administrations and others, including Castilla-La Mancha and Baleares, prepare Supreme Court appeals as tensions escalate, with Óscar López accusing Isabel Díaz Ayuso of “racismo puro.”
