Spain Begins Mandating Accessibility Features on New ATMs

New self-service machines must include voice guidance, tactile controls, high-contrast displays under EU-backed rules overseen by the Bank of Spain

Overview

  • Starting June 28, all newly installed ATMs, ticket machines and payment terminals must comply with multi-sensory accessibility requirements under Law 11/2023.
  • Existing machines have until June 29, 2030, or the end of their 10-year service life, to be retrofitted with the mandated features.
  • Required upgrades include voice synthesis, headphone jacks, multi-sensory alerts, adjustable response times, tactile controls and compatibility with EU assistive technologies.
  • Banks must inform customers which terminals meet the standards and provide specific staff training alongside accessible support channels.
  • The Bank of Spain will supervise implementation and can impose sanctions ranging from €300 to €1 million for non-compliance.
