Spain Approves €3.68 Billion Air Modernization Plan With Up to 45 Hürjet Trainers

The plan pairs Turkish-built jets with Spanish customization, with deliveries from 2028 toward service entry in 2031.

Overview

  • The Council of Ministers formalized the package on Sept. 24 via Royal Decree 848/2025 published in the Boletín Oficial del Estado, launching the Integrated Advanced Flight–Combat Training System and related buys.
  • Spain will acquire up to 45 Hürjet jets manufactured by Turkish Aerospace Industries and customized by Airbus in Spain, making the Spanish Air and Space Force the first foreign operator.
  • The Hürjet fleet will replace the SASF’s aging F-5Ms at Talavera La Real Air Base, with initial deliveries expected in 2028 and Spanish-configured aircraft entering service around 2031.
  • The plan includes 18 C295 transports (€520 million), 32 NH-90 helicopters (€1 billion), 13 H135s, and 6 H175s, with helicopter deliveries targeted between 2028 and 2034.
  • Madrid highlights broad Spanish industry participation across the programs, and Spain is assessing options to arm some NH-90s with rockets and missiles, while one outlet reports the ITS-C is backed by €1.04 billion in zero-interest loans to Airbus.
