• The decree’s framework extends to all autonomous communities and confines central oversight to for-profit online institutions that fail to meet the established criteria.
• Regional quality agencies, including Unibasq in the Basque Country, will implement multilevel seals to assess new university proposals and accredit existing institutions.
• The quality seal system will rank universities across tiers, identifying emerging initiatives, solid academic projects, and those achieving the highest standards.
• The agreement also paves the way for creating Centros de Altos Estudios affiliated with universities to foster specialized advanced research and study in Euskadi.
