  • With the decree now in force, autonomous communities operate under a ratio of 32.6 minors per 100,000 inhabitants that determines ordinary capacity for mandatory redistribution.
  • Ceuta has formally requested a contingency declaration, becoming the first PP-led government to do so, as it hosts about 520 minors despite a capacity of 27.
  • Canarias has filed its request and Melilla is preparing documentation, while Baleares is studying a path even though it does not meet the legal threshold to declare contingency.
  • Once contingency is approved, existing cases are to be reassigned within a year and new arrivals must be relocated in up to 15 days under the protocol.
  • The central government warns it will turn to the Fiscalía and security forces if regions refuse to comply and plans to open 110 new places in September to speed transfers of asylum-seeking minors.
