Overview

  • Han Duck-soo appeared Tuesday before special counsel Cho Eun-suk’s team in Seoul for questioning over his alleged role in the Dec. 3, 2024 martial law declaration.
  • After the session, the team is expected to decide whether to seek an arrest warrant, with investigators viewing the prime minister’s procedural authority as pivotal to the decree’s legality.
  • Investigators have reportedly secured presidential-office CCTV showing Han reviewing martial law papers and previously raided his residence as they probe alleged drafting, backdating and disposal of a revised decree.
  • Han’s past claim that he learned of the decree only when it was lifted is under scrutiny, and inquiries are examining whether he contacted then-floor leader Choo Kyung-ho in a bid to influence the National Assembly’s action.
  • Separately, former Interior Minister Lee Sang-min was indicted on charges including abuse of authority and aiding the imposition, with prosecutors alleging he ordered electricity and water cut to critical media outlets following his earlier arrest.
